The Malawi Civil Aviation Authority (MCAA) was established in 2017 under the Civil Aviation Act 28 of 2017 to oversee the regulation, safety, and security of civil aviation in the country.
The establishment of the CAA follows feasibility studies conducted in 2000 by the International Civil Aviation Organization (ICAO) and in 2009 by a U.S. Trade and Development Agency (USTDA)-commissioned consultancy. These studies recommended the creation of an autonomous CAA to improve efficiency and ensure effective safety oversight in line with international obligations.
The Authority operates independently but adheres to policy directions from the Minister, ensuring good services in compliance with the Chicago Convention and international best practices.
Its primary functions include:
Regulating and overseeing safety, security, and technical aspects of civil aviation
Coordinating search and rescue operations in Malawi’s airspace and other areas under international arrangements
Collaborating with government entities such as defence, foreign affairs, and police services to ensure aviation safety and security
Malawi, as a signatory to the 1944 Chicago Convention, carries important international responsibilities in the field of civil aviation. These responsibilities are carried out by Malawi’s Civil Aviation Authority (CAA), which ensures the country complies with global aviation standards. The CAA acts as the regulatory body for the aviation sector in Malawi, implementing the standards set by the International Civil Aviation Organization (ICAO).
The CAA’s primary role is to enforce ICAO’s aviation standards and ensure that all aviation service providers in Malawi adhere to these international regulations. These standards are vital for maintaining safety and security within the civil aviation industry, while also ensuring that Malawi’s aviation sector remains competitive and integrated within the global aviation network.
In addition to ensuring compliance with ICAO standards domestically, Malawi, through the CAA, is required to regularly update other signatory states of the Chicago Convention on the progress of its implementation of ICAO standards, this is done through a secure online platform provided by ICAO, which helps promote transparency and fosters international cooperation.
The CAA also works closely with various stakeholders, including airlines, airports, and other relevant authorities, to support the development, regulation, and promotion of civil aviation in Malawi. Through these collaborations, the CAA ensures that Malawi meets its international obligations while contributing to the advancement of global aviation standards
